As of the current version of Create, there are 4 ways to generate rotational force.
Power Generation Blocks
Hand Crank (while player interacts)
Copper Valve Handle (while player interacts)
Water Wheel (while touching flowing water)
Windmill Bearing (with at least eight Sails, Sail Frames or Wool Blocks)
Steam Engine (attached to a at least 4 block big Fluid Tank above a heat source and supplied with water)
