Water wheels can be used to make rotational force when water flows through them. They are often crafted in the early stages of the game, because better alternatives (like the windmill) can be made later into the game.
Crafting
Water wheels are made with 8 wooden slabs of any kind around 1 large cogwheel in the middle.
